| Article 1 | |
|
Name : The name of the society shall be "Indian Psychiatric Society-Kerala State Branch" hereinafter called the State Branch and its activities shall extend all over Kerala State or as determined by the Indian Psychiatric Society. |
|
| Article II | |
|
Aims & Objects |
|
| A. | 1. To promote positive mental health by educating public in matters of mental hygiene |
| 2. To promote prevention control, treatment and relief of all psychiatric disabilities. | |
| 3. To formulate and advice on the standards of education and training for medical and auxiliary personnel in psychiatry and to recommend adequate teaching facilities for the purpose. | |
| 4. To promote research in the field of psychiatry and mental health. | |
| 5. To co-operate with professional and other bodies in the advancement of medical and other science. | |
| 6. To propagate the principle of psychiatry and current developments in the psychiatric thoughts. | |
| 7. To deal with any matters relating to mental health concerning the state and to do all other things as are coghate to the objects of Indian Psychiatric Society. | |
| B. | In pursuance of the above objects the State Branch |
| 8. May hold conferences and periodical scientific meetings | |
| 9. To prepare, print and publish any papers or periodicals in the furtherance of the aims and objects of the State Branch and contribute to any such periodicals. | |
| 10. Publish annual report of the State Branch and from time to time, special bulletins for furthering the objects of the State Branch. | |
| 11. Advise the State Governments, Private Institutions and other bodies within the State on the various aspects of psychiatry and mental health including legislative and administrative aspects. | |
| 12. Purchase acquire on lease or otherwise any movable or immovable property necessary or convenient for the purpose of the State Branch. | |
| 13. Sell, improve manage, develop, transfer or dispose of any such property of the State Branch. | |
| 14. Collect subscription and donations disburse funds for all or any of the objects of the state Branch. | |
| 15. Invest any money of the state Branch not immediately required for any of its objects in such a manner as may from time to time to be determined by the State Branch | |
| 16. Create or assist in creating State and Local Branches for any of the purpose aforesaid. | |
| 17. Do all such things and matters as are incidental or conductive to the attainment of the above objects or any of them which are subsidiary to the said project | |
| ArticleIII | |
|
Definition |
|
| a) IPS shall mean Indian Psychiatric Society. | |
| b) State Branch shall mean the Indian Psychiatric Society. (Kerala State Branch) | |
| c) Council shall mean the Executive Council of the Indian Psychiatric Society. | |
| d) Member shall be an inclusive team embracing fellows and ordinary members of Indian Psychiatric Society. It will not include student members ,associate members and honorary members. Whenever the article "he" has been mentioned it shall also include "she". | |
| Article IV | |
|
Section I Membership |
|
| a) The State Branch hall consist of members whose names are on the membership register of the IPS maintained by the Hon. General Society of IPS and also in the register maintained by the State Secretary. A member shall reside, practice or shall be employed in a place within the jurisdiction of the State Branch. | |
| b) The State Branch shall have no power to enrol any new members directly. | |
| c) No person who is not a members of IPS shall be a member of State Branch. | |
| d) Associate Members | |
| A person who is an associate member of Indian Psychiatric Society is eligible to become as associate member of State Branch. | |
|
Section II Membership register |
|
| There shall be register in which the names of all members of the State Branch are entered with their qualification and address. This register shall be maintained by the Hon.Secretary of the IPS Kerala State Branch. | |
|
Section III Termination of Membership |
|
| a) A person shall cease to be a member of the State Branch if this name os removed from the register of the IPS or if members leaves the area within the jurisdiction of the State Branch on account of transfer of his residence or place of occupation. | |
| b) If member leaves the area of his Zonal/ or Local Branch on account of transfer of his residence of place occupation and goes to another zonal and or Local Branch he must clear all dues to the previous zonal or Local Branch and submit to the Indian Psychiatric Society. To State Branch concerned shall issue a clearance certificate that he has paid up all its dues. TO fact of transfer should be notified by the Indian Psychiatric Society to the State Branch. The member shall pay his State Branch or zonal Branch subscription for the current year to the State Branch of which he is a member on the 1st October of the year concerned apart from his annual subscription if there be any to only one zone or State Branch in a year. | |

Section IV Reinstatement of Members |
|
| If the membership of any person is revived by the IPS his membership shall also be revived by the State Branch on receipt of necessary information from the Indian Psychiatric Society. | |
|
Section V Privileges of Membership |
|
| Each member of the State Branch shall have the right. | |
| a) To attend the general body meeting of the State Branch and to vote on all issues including elections of office bearers and amendments to the constitution and byelaws of the State Branch. | |
| b) To receive a copy of the statement of accounts and reports of the State Branch. | |
| c) To attend and take pert in any scientific meeting lectures and demonstration of the State Branch. | |
| d) To run the State Branch library and room if any set apart of the purpose. | |
| e) To enjoy such other privileges of membership as any from tine to time be conferred on members by the rules and byelaws of the State Branch. | |
|
Section VI Responsibilities of the Membership |
|
| A member whose name has been entered in the register is obliged to accept the rules and byelaws of the State Branch and follow them. No one shall be absolved on the plea that he has not received a copy of the constitution and byelaws of the State Branch. | |
| Article V | |
|
Subscription |
|
| a) Each member shall pay a separate subscription to the State Treasurer. The amount will be fixed according to the byelaws of the State Branch. The annual meeting of the State is empowered to fix or charge the subscription. | |
| b) The State Treasurer will also receive financial contribution from the General Treasurer of IPS council. | |
| c) The State will have no claim on the assets or be liable for liabilities of the zone or the IPS and vice versa. | |
| D) The account of the State shall be audited annually and presented at its annual meetings. A copy shall be sent to General Secretary of the IPS. | |
| Article VI | |
|
Year of the State Branch |
|
| The year of the State Branch for financial purose shall be 1st of April of one year to 31st March of next year. | |
| Article VII |
|
| Office | |
| The office of the State Branch shall be located at the place of work or residence of the State secretary. | |
| Article VIII | |
| Branches | |
| a) There shall be only one Branch in a State. | |
| b) There shall be minimum number of 10 members of which two must be fellows in the IPS. | |
| c) The State area shall be determined by the concerned zone | |
| d) The State Branch after its formation should obtain recognition from the zonal branch. The zonal branch gets approved by the council of IPS | |
| e) Subject to the rules and byelaws of the Indian Psychiatric Society the State Branch shall be free to govern itself in such a manner as it shall think fit and for the purpose to make from time to time rules and byelaws and it may think fit and to repeal or alter the same as and when it shall consider expedient. The rules and byelaws so made and for the time being in force shall be binding on the members constituting that branch in reference to which they are made provided that such rules and byelaws are in confirmly with rules and byelaws of IPS and have been approved by IPS. | |
| f) Kerala State Branch is an independent Branch of IPS | |
| g) Copies of the State Branch rules and byelaws and all subsequent charges in there shall be submitted in duplicate to the zonal branch. | |
| h) The zonal branch or the IPS shall not be liable for any of the debts or liabilities of the Kerala State Branch and vice versa. | |
| i) Each duly constituted and recognised State Branch shall elect two representation to the Executive Committee if the zonal branch and they shall serve a term of two years. | |
| j) Kerala State Branch shall guide encourage and support for of local branches in district head quarters in accordance with the constitution and byelaws of the IPS | |
| k) Those local branches within the Kerala State are not eligible to elect members to the zone or state executive committee. | |
| Article IX |
|
| Affiliation | |
| Kerala State Branch shall not affiliate or be affiliated with any other psychiatric or para psychiatric organisation. | |
| Article X |
|
| Management | |
| The General Management of the State Branch shall be worked in the State Executive Committee. | |
| Article XI | |
| The Executive Committee shall be composed of the following members of the State Branch. | |
| 1. President | |
| 2. Vice President | |
| 3. Hon. General Secretary | |
| 4. Hon. Treasurer | |
| 5. Hon. Editor | |
| 6. Six executive committee members two each from south central and north zones of the state. | |
| Each zone include the following district. | |
| South- Trivandrum, Kollam, Pathanamthitta and Alleppey | |
| Central- Kottayam, Idukki, Ernakulam & Trichur | |
| North- Palakkad, Malapuram, Kozhikode, Wynad, Kannur,& Kasargode | |
| 7. One representative to zonal executive committee. | |
| 8. Immediate Past President. | |
| 9. Immwsiate Pasr Hon. General Secretary | |
| Article XII | |
|
Power & Function of Executive Committee |
|
| a) The Executive Committee mey meet for the transaction of business and adjourns and otherwise reputate its meeting and proceedings and it thinks fit. A meeting of the executive committee at which a quorum is present shall be competent to exercise all or any of the function of the Executive Committee. All question arising at any time of the Executive Committee meeting shall be determined by the majority of votes. In every case equality of votes the President shall have and exercise a secind or casting vote. | |
| b) The decision of the Executive Committee of the State Branch in all matters partaining of the State Branch shall be final subject to ratification by the general bidy at its annual general meeting. | |
| c) The executive committee shall be entitled to act with authority of the State Branch in the furtherance of the aims and objects of the State Branch and transaction of any business or financial matters that mey arise except in respect of acts specially reserved to be done by the State Branch at a General meeting. | |
| d) The Executive Committee shall have the powers to apoint sub.committee as and when necessary. Any ender committee may co-opted as a mention there of such person who have experiance in matters to be ealt by it. Any member of the State Branch may be co-opted as a member of subcommittee. | |
| e) The Executive Committee shall have powers to write off the whole or a part of the arrears against any individual members / organisation institution. | |
| f) Executive Committee shall have power to appoint or remove salaried officers and employees of the State Branch. | |
| g) Executive Committee shall have power to frame byelaws consistent with the constitution of the zonal branch and IPS. | |
| h) In normal circumstances an office bearer shall give three months notice of his desire to resign. | |
| i) Office bearer of subcommittee must inform the President and Hon. Secretary if they are unable to serve any length of time, in such a case alternative arrangements will be made by the Hon. Secretary with intimation to the president. | |
| j) A member of the Executive Committee or an officebearer shall be considered as "Unable to sever" for the purpose of fitting the vacancy by any other member of the State Branch by the Executive Committee if he intends to or has resided outside the State continuously for six months or more. | |
| Article XIII | |
| Section I | |
| The new office bearer and new members of the Executive Committee shall assume office from the time of annual general body meeting in which they are elected. The out going office bearers shall hand over the charge to their office and all the papers etc. connected with their respective officer within three weeks of the annual general body meeting in which the new office bearers have been elected. | |
| Section II | |
| A year in matter of term of office mean the period between two consecutive Annual General Body Meeting. | |
| Article XIV |
|
| Duties and powers of the office bearers | |
| Section I |
|
| President | |
| a) The president shall hold the office for one year shall not be eligible for re-election | |
| b) He shall be the chairman of all general bidy extraordinary general body and executive meetings and if when appointed of any other committees. | |
| c) He shall have a casting vote incase of equality of votes in addition to his own ordinary vote. | |
| d) He shall regulate the proceeding of the meeting conferences interpret rules and regulations and decide doubtful points at issue. | |
| e) He shall preserve order and shall decide on all points of order at or in connection with the meetings. There shall be no discussion on any point of order and the decision of the President shall be the final. | |
| f) He shall be consulted on all important matters cincerning the officers of the society. | |
| Section II |
|
| Vice President | |
| a) Vice President who will also be president for the succeeding year will hold office for a one year. | |
| b) He shall preside at all meetings in the absence of the President shall have all the powers of the President on that occasion. | |
| Section III | |
| Honorary General Secretary | |
| a) Honorary General Secretary shall hold the office for two years at a stretch and shall be eligible for re-election at the end of his period for one more term consecutively. | |
| b) Honorary General Secretary shall be responsible for the office work and correspondence. He shall organise and convene all meetings, conference, lectures and demonstrations. He shall maintain a record of such meetings he shall prepare an annual report to be laid before the annual general meetings. He shall be ex-office member of all subcommittee. | |
| c) Honorary General Secretary shall be one of two representative of the State Branch to the zonal Executive Committee. | |
| Section IV |
|
| The Honorary Treasurer | |
| a) The Honorary Treasurer shall hold the office for two years at a stretch and shall be eligible for re-election at the end of this period for one more term consecuting. | |
| b) He shall be responsible for collection of subscription and donations from members and well wisher of the branch. | |
| c) He shall sign the receipts and prepare statements of income and expenditure of the State Branch duly audited by a registered auditor before the annual general meeting each year and shall Present the same at the annual meeting. | |
| d) All payments shall be made by the Treasurer at the instance of the General Secretary. | |
| e) the Treasurer shall open an account with a banj and shall have authority to operate this account for the expenses of the Kerala Chapter. | |
| Section V |
|
| The Editor | |
| The editor of the journal shall hold office for two years at a stretch and shall be eligible for re-election at the end of the period. | |
| The members of the editorial board shall be elected by the Executive Committee in consultation with editor. | |
| Section VI |
|
| Executive Committee Member | |
| The Executive Committee Member shall hold office for two years at a stretch and shall be eligible for re-election at the end of the period. | |
| Section VII |
|
| Representative to the Zonal Executive Committee | |
| Representative to the Zonal Executive Committee shall hold office for two years at a stretch and shall be eligible for re-election at the end of the period | |
| He shall be a member of the State Executive Committee also | |
| Article XV | |
| Section I |
Election of Office Bearer |
| Election of the Vice President (who will be the President for the succeeding year) Honorary General Secretary, Honorary Treasurer, V Editor, Six State Executive Committee Members and one of representative to the Zonal Executive Committee shall be held at the annual general body meeting. | |
| During the First week of June every year the Hon.secretary shall address a communication to all the members of the Kerala State Branch informing them of the vacancies occure in the ensuing year asking for nomination for the various posts. All nomination should reach the Hon. General Secretary before the 5th of July. By 31st July Hon. Gen. Sec. will send out a circular to all the members intimating to them the names of the candidates nominated for the various posts. They may either cast their vote in person during the next annual general body meeting or by post if they so desire. If they choose to cast their vote by post their ballot paper under sealed cover, indicating their choice clearly among the nominees for the various posts, should reach the general secretary 21 days befor the date for the next annual general body meeting. | |
| On receipt of the nominations Hon. General Secretary shall communicate to the Executive Committee the names of the nominees. The Executive Committee shall have the power to scrutinise and reject nominations.If no nominations are received for a post by the 5th of July, the annual general meeting should be elect a person for the said post. | |
| Any fellow of Indian Psychiatric Society who is also a member of the State Branch may be nominated for election of any of the posts other than the post of Vice President if his nomination is proposed by a member of the State Branch and seconded by another member provided the fellow nominated has expressed his consent in writing to be nominated for the said post. The Vice President must be a fellow of the Indian Psychiatric Society for at least 5 years. | |
| Section II |
|
| Casual Vacancies | |
| The Executive Committee shall heve power to fill vacancies occuring in its member whether ex-officio or elected during its term of office, except in the case of elected members from the State Branch. Such members shall hokd office only for the remaining period of the term. | |
| Article XVI | |
| Section I |
|
| Meeting of the Executive Committee | |
| The meeting of the Executive Committee shall be of two kind: | |
| a) The ordinary meeting shall be held at least once a year before the Annual General Body Meetings. | |
| b) A requisitioned meeting shall be called within six weeks from the date of receipt of requisition signed by atleast two members of the Executive Committee starting the business for which the meeting is required. | |
| Section 2 | |
| The date, time, place and agenda of each meeting shall be fixed by the Hon. Secretary in consultation with the President of the Kerala Chapter | |
| Section 3 | |
| Quorum for ordinary of special meeting shall be four, including the office bearers. | |
| Section 4 | |
| a) Nothing expect the business for which it is called, shall be discussed at a requisitioned meeting. | |
| b) If within half-an-hour from the appointed time a quorum is not present, the meeting, if convened on the requisition of members, shall be dissolved, but in other case shall stand adjourned to the next day at the same time and at the same place as previously fixed and at this meeting the members present, whatever their number may be, shall from the quorum and carry on the business. | |
| Article XVII | |
| Calling of the Annual General Body Meeting | |
| Section 1 | |
| The Annual general body meeting shall usually be held during the Annual Conference of the Kerala Chapter before the 30th September and the date and venue shall be proposed next annual meeting | |
| Section 2 | |
| Notice and agenda of the general body meeting shall be sent by the Hon. Secretary to all members of the Kerala Chapter | |
| Section 3 | |
| Any fellow may on giving one month's notice, or less if the matter is one of urgency, submit any resolution to the General Body Meeting. The resolution shall be first considered by the Executive Committee after which the Hon. Secretary shall put the resolution before the General Body Meeting for their consideration with the comments of the Executive Committee. | |
| Section 4 | |
| The General Body Meeting shall be presided over by the President, in his absence by the Vice-President and in the absence of both the President and the Voce-President, a fellow elected at the meeting for the occasion. | |
| Section 5 | |
| The Executive Committee shall have power to fix or change the date and venue of the Annual Conference and annual General Meeting or the Kerala Chapter under special circumstances with the consent of IPS or the members concerned. | |
| Section 6 | |
|
Business to be transacted |
|
| The business to be transacted at the Annual General Meeting shall be taken up in the following order: | |
| i. Condolence resolution. | |
| ii. Confirmation of the minutes of the preceding Annual General Body Meeting | |
| iii. Reading and adoption of the Secretary's report. | |
| iv. Reading and adoption of treasurer's report and statement of audited accounts. | |
| v. Reading and adoption of Editor's report. | |
| vi. Election of office-bearers and representatives to State Executive. | |
| vii. Appointment of auditors | |
| viii. Amendment to rules and bye-laws, if any | |
| ix. Any other resolutions | |
| x. Any other business with permission of the chairman | |
| Section 7 | |
| The proceeding of the General Body Meeting shall be regulated according to the rules and bye-laws of the Kerala Chapter. Unless otherwise determined by the rules every question submitted to the General Body Meeting shall be decided by the show of hands and in case of equality of votes the person presiding shall have and exercise a second or casting vote. | |
| Section 8 | |
| The minutes of the proceeding of the General Body Meeting shall be recorded in a book kept for the purpose and shall be signed by the President of the meeting or at the meeting in which they are read and confirmed. | |

| The quorum for the General Body Meeting shall be 10 members of the Kerala State Branch including office bearers. | |
| Article XVIII | |
|
Extraordinary General Body Meeting |
|
| An extraordinary General Body Meeting may be called at any time of the year on the requisition of the Executive Committee or 20% of the members of the Chapter. | |
| Section 1 | |
| Nothing except the business for which it is called shall be discussed at the meeting. | |
| Section 2 | |
| At least ten days notice of the meeting, with the agenda., shall be given to the members. | |
| Section 3 | |
| The quorum for the meeting shall be 20% of the member of Kerala Branch, of Kerala Chapter. | |
| Section 4 | |
| If within half an hour of the appointed time a quarum is not present at the meeting called on the requiaition of the members at shall be disolved. But in any other case, It will stant adjourned to the next day at the same time and at the same place as previously fixed and at this meeting, the members present whatever be their number shall from the quorum and carry on the business. | |
| Article XIX | |
| It shall be the duty of the
retiring Secretary to hand over the property, books etc. to the newly
elected Secretary within three weeks after the election.
Similarly, if will be the duty of the retiring Treasurer to hand over cash, account- books and other papers and documents connected with work of Treasurer of the Kerala Chapter to the newly elected Treasurer within three weeks after the election. |

| Article XX | |
|
The journal of the Kerala Chapter |
|
| The Kerala Chapter shall publish a journal which shall be managed by the editor. | |
| The editor of the journal shall carry on editorial work with the help of an Editorial Board. The members of the Editorial Board shall be elected by the Executive Committee in consultation with the Editor. | |
| The Editor shall enter in a register all books for review, and other journals, and send a list of the same periodically to the Secretary. The Editor shall be responsible for all the books journals in his custody. | |
| Article XXI | |
|
Amendment to the constitution: |
|
| Section 1 | |
| Amendment to the constitution may be made at the annual general body meeting or an extra ordinary general body meeting after adequate notice (which shall not be less than one month) is given. All the members of the Kerala State Branch of IPS shall vote and any amendment to be carried shall have at least two third majority of the voters attending the meeting. | |
| Section 2 | |
| Resolution for amendment may be proposed by any member of the Kerala Chapter who shall inform the secretary of his desire to do so and send him a copy of the draft resolution for consideration by the Executive Committee. The resolution shall be sent to the Secretary by the 31st of July and he shall submit it to the annual general meeting for consideration with the comments of the Executive. | |
| Article XXII | |
| If the Kerala Chapter for any reason disbands or fails to function, then an extra-ordinary general body meeting shall be called and it will authorise the executive Committee to pay off the liabilities, if any, from the assets and then distribute equally the remaining assets or liabilities among the existing members of authorise organisation to shoulder it. | |
| BYE-LAW | |
| ARTICLE 1 | |
| The Executive Committee shall have power to form byelaws. | |
| ARTICLE 2 | |
| Section 1 | |
| Members Fees | |
| The annual membership fee for all categories of members shall be Rs.50/- New member at the time of enrolment shall pay Rs. 10/- as registration fees. | |
| Section II | |
| Life Membership Fees | |
| Life Membership Fees for all categories of membership shall be Rs.500/-. | |
| Section III | |
| No election of a member will be considered valid until his annual subscription has been received by the Hon. Treasurer. | |
| ARTICLE III | |
|
Funds of the Kerala Chapter |
|
| Section 1 | |
|
Income |
|
| a) Contribution from zone or IPS | |
| b) Kerala Chapter Subscription paid by its members | |
| c) Donations | |
| d) Share of the surplus amount accumulated in the hands of the reception committee of the Kerala Chapter psychiatric conference. | |
| e) Advertisement in the journal or any other publications of the Kerala Chapter. | |
| f) Proceed from the sale of periodicals or books and such other property as may be acquired from time to time | |
| g) Interest on saving bank and fixed deposit and other accounts. | |
| h) Contribution from Govenment or local bodies. | |
| Section II |
|
| Expenditure | |
| The Executive Committee shall, out of the funds of the Kerala Chapter, defray all ordinary expenses such as rents, salaries, wages and such other changes as may be necessary for carrying on the work of the Kerala Chapter. | |
| Section III |
|
| Financial Year | |
| The financial year of the Kerala chapter shall be from April 1st of one year or March 31st of the following year. | |
| ARTICLE IV | |
|
Appointment of Auditor |
|
| The honorary Auditor, who may be a member of the Kerala Chapter shall be appointed at the annual general meeting of the Kerala Chapter every year for auditing the accounts of the Kerala Chapter and whose duties shall be as follows: | |
| a) Shall audit the accounts at the end of the year and shall certify to their correctness. | |
| b) Shall give suggestions for the keeping of accounts as required. | |
| ARTICLE V | |
|
Salaries and remunerations: |
|
| The Hon. Secretary, Treasurer and auditor may keep clerks for the Kerala Chapter's administrative work. The remunerations of such staff shall be decided by the Executive Committee from time to time, depending on availability of such personnel and the volume of work involved. | |
| ARTICLE VI | |

Conference of the Kerala Chapter: |
|
| There will be organized a conference of the Kerala Chapter every year or as the general body may decide, under the auspices of the Kerala Chapter at a suitable place and time to be decided at the Annual General Meeting of the Kerala Chapter. Such a conference will usually be held before the 31st day of October. | |
| Section II |
|
| Venue of the Conference: | |
|
Any individual member or group of member of the Kerala Chapter Medical Institution shall have the previlage of inviting the conference. The President of the Kerala Chapter for the year shall be chairman of the conference. |
|
| Section III |
|
| Reception Committee: | |
| The number (s) inviting the conference shall from the reception committee of the conference. It will from its own rules, elect its own office-bearers and fix its fee for membership. | |
| All member attending the conference, except member of the reception committee, shall pay a registration fee. The registration fee will be fixed by the reception committee. | |
| The reception committee shall be wholly responsible for the expenses of the conference. | |
| The reception committee may donate a portion of the surplus funds of the conference to the funds of the Kerala Chapter. | |
| Section IV | |
| The local reception committee shall be responsible for: | |
| a) Making arrangements for suitable accommodation and food or delegates (on Payment) | |
| b) Arrangements for the plenary and scientific sessions. | |
| c) Printing of brochure and programme in consultation with the Hon.Secretary of the Kerala Chapter. | |
| d) Arranging for a suitable dignitary (in consultation with the Hon. Secretary of the Kerala Chapter) to inaugurate the plenary session. | |
| e) Arranging for social and cultural functions and sight seeing | |
| Section V | |
| The conference shall be open to the following: | |
| a) All members of the reception committee. | |
| b) All members of the Kerala Chapter. | |
| c) Any other person authorised by the reception committee to be present on the occasion. | |
| Section VI | |
| The Hon. Secretary of the Kerala Chapter shall be responsible for: | |
| a) Fixing the dates of the annual Conference in consultation with the reception committee, such dates must not very from the dates fixed at the previous annual conference by more than 4 (Four) weeks. | |
| b) To make alternative arrangements, in case the reception committee fail to give a firm commitment regarding the proposed dates for the conference by the 1st August. | |
| c) To negotiate with members desirous of inviting the Annual Conference at different places in Kerala and to keep 2-3 different invitations always pending. | |
| d) Informing all members of dates of the meeting. | |
| e) Arranging for railway concession for delegates. | |
| f) Writing to all Govenment and similar agencies in the State to permit members under them to attend the meeting on temporary duty. | |
| ARTICLE VII | |
| Scientific papers & sessions: | |
| Section 1 | |
| There shall be a standing committee of the Kerala Chapter for scientific sessions during the Annual Conference. This committee shall lay down general orientation of the session, choose subjects for symposia and scrutinise scientific papers if necessary. This committee shall consist of the president, the editor and the Hon. secretary with power to delegate its functions to a co-opted member or members. | |
| Section 2 | |
| a) Papers read at the scientific sessions of an annual Conference can only be printed in the Journal of the Kerala Chapter. | |
| b) If the acceptance or otherwise for publication of paper is not conveyed to the author within six months of its being sent to the Editor of the Indian Journal of psychological Medicine or if it is not published within one and half years of its submission or presentation at the annual conference of the Kerala Chapter, the author will be free to publish it elsewhere after intimating the same to the Editor of the Indian Journal of psychological Medicine. | |

Procedures to be followed for Elections: |
|
| Section 1 | |
| The President shall act as the returning officer for all elections of the Kerala Chapter | |
| Section 2 | |
| The General Secretary shall act as the Election officer. He shall enlist a member of the Reception Committee of as Annual Conference to assist in matter of issue of ballot papers and in the counting of the votes. | |
| Section 3 | |
| The voting may take place before the General Body Meeting but the results will be announced during the deliberations. | |
| Section 4 | |
| All members of the State Branch whose dues are paid upto date shall be entitled to vote. | |
| Section 5 | |
| One month's notice must be given if any nominee wishes to withdraw from contest. | |
| ARTICLE IX | |

Awards & Scholarships: |
|
| The Kerala Chapter can enter in to contract with individuals, institutions, commercial and other bodies to organise competitions for prizes or arrange for fellowships, or bursaries. Such awards, prizes, fellowships or bursaries shall be meant to encourage research in psychiatry and allied subjects, or for any other purpose in keeping with the aims and objectives of the Indian Psychiatric society and Kerala Chapter. | |
